Title: Communication Officer

Organization: Branch of the German CARITAS Association in the RT

Type of contract Labor agreement (yearly contract, with 3 months probation,

extendable)

Branch of the German CARITAS in Tajikistan is looking for a strong professional in developing and implementing NGO communication strategies with experience from international organizations.

Communication Officer prepares and oversees the implementation of a communication and visibility campaign/activities in the projects in line with donor communication and visibility guidelines. Provides proactive support to the Program team and its beneficiaries in order to publicize as much as possible the project results in the region.

Responsibilities:

Identify confidence building measures communication and awareness needs to ensure visibility for the project and promotion of social protection through mass media;

Provide inputs into the further development of an overall Communication and Visibility Strategy for the region. The Strategy should include an overview of the main communication goals, impact objectives, target audience, communication components to be addressed, monitoring and evaluation indicators, risks, recommendations and budget;

Develop and realize the Communication and Visibility Action Plan for the target region for short, medium and long term. The Action Plan should propose concrete and effective activities and information, their timeframe, awareness raising (including TV spots, TV/radio shows, social media, printing of brochures, promotional materials, etc.) for reaching out to relevant target groups;

In coordination with the Program team ensure continuous access to the information related to the activities of organization and project implementing partners;

In coordination with the all implementing partners write stories, press releases and news about the projects most important achievements to be placed in local and regional media outlets;

Ensure and maintain the cooperation and communication with the regions mass-media and other organizations by involving all key stakeholders and facilitating interviews with experts;

Prepare photographic materials and collect factual information from field visits in order to draw up additional informative materials on the implementation of project activities in coordination with the Program team;

Organize press-trips for media representatives from the target region and provide training for target beneficiaries in order to ensure high visibility and coverage of project events/activities in coordination with the Program team;

Provide support in preparing analytical briefs on communication activities of the project to ensure improved and better targeted visibility of project achievements on local, regional and national levels;

Participate in all meetings related to the project activities;

Elaborate and submit regular reports at agreed periodicity and reporting format;

Support the annual edition of Annual Newsletter and maintain the organizational website;

Manage the media and visibility budget.

To carry out these duties successfully, that candidate should fulfill the following criteria:

- Have at least three years of experience in the field of in journalism, public relations, communications or a related field.

- Have strong writing and editing skills and have a thorough knowledge of the principles, methods, practices, and techniques of communication;

- skill in applying such knowledge to develop written information materials for dissemination through a variety of media;

- The work requires a solid understanding of websites and social media outlets;

- Excellent computer skills, including the use of Google Docs, MS Office, MS PowerPoint, and MS Word;

- Strong motivation to learn, and to support others to learn from their work;

- Strong writing and verbal communication skills in English, Tajik and Russian;

- An interest in social issues and life of vulnerable groups;

- Adaptive, with good team work skills;

- High integrity and accuracy;

- Strong motivation, ability to take responsibility and readiness to work under time pressure at times.

The position is based in Dushanbe. Regular visiting of project sites and partner organizations is required.
